Kapal tugboat TB. HUB 19 yang berbendera Malaysia, dengan nomor IMO 9616321 dan callsign 9WLC8, berada dalam perjalanan dari Surat Thani menuju Cirebon saat kebocoran terjadi. Pada saat insiden, kapal berada di posisi 06° 42.510' S dan 108° 37.202' E.
Kronologis kejadian bermula pada pukul 13.25 LT ketika kapten TB. HUB 19 melaporkan kebocoran pada tongkang dengan kemiringan kanan sebesar 5.5 derajat dan kiri 6.4 derajat. Melalui informasi ini, kapten meminta agar kapal segera ditowing untuk mencegah situasi yang lebih buruk.

Pihak VTS (Vessel Traffic Service) segera merespons dengan berkoordinasi dengan berbagai pihak. Pada pukul 13.30 LT, VTS Operator menghubungi pihak Kepanduan untuk mengatur jadwal sandar kapal, namun hingga saat itu belum ada jadwal yang ditetapkan. Pukul 13.50 LT, operator VTS kemudian menghubungi agen kapal, PT. Dwidaya Agensi Indonesia, yang kemudian menginstruksikan kapten TB. HUB 19 untuk memompa air keluar dari tongkang guna meningkatkan draft kapal.
Setelah berkoordinasi dengan KSOP (Kantor Syahbandar dan Otoritas Pelabuhan), KPLP (Kesatuan Penjagaan Laut dan Pantai), dan KN. Kendrik, operasi penyelamatan terus berlangsung. Hingga pukul 14.50 LT, upaya pemompaan air dari tongkang masih terus dilakukan.

Pada pukul 15.10 LT, TB. HUB 19 menginformasikan kembali bahwa situasi di tongkang Tk. Hight Light telah terkendali, dengan kondisi kapal yang aman dan dapat diatasi oleh kru kapal.

At 13:50 LT, the VTS operator then contacted the ship's agent, PT. Dwidaya Agensi Indonesia, who instructed the captain of TB. HUB 19 to pump water out of the barge to raise the draft of the vessel.
Following coordination with the Port Authority (KSOP), the Sea and Coast Guard Unit (KPLP), and KN. Kendrik, rescue operations continued. As of 14:50 LT, efforts to pump water out of the barge were still ongoing.
